EMERGENCY RESPONSE PROCEDURE
MAJOR INTERNATIONAL HUMANITARIAN DISASTER
Step 1
Council makes a decision on whether the disaster is of sufficient magnitude and impact to trigger strong sympathetic support from the public. Examples: Indonesian tsunami, Haiti earthquake.
Council takes into consideration such factors as,
a. The likely number of people affected
b. Ability of the national government concerned to deal effectively with the situation eg availability of financial resources, logistical capability, skill resources etc.
c. General poverty levels in the country concerned.
d. Recommendations or guidelines issued by RIBI.
Decision is made by a two thirds majority of Council.
Step 2
Emergency Response Team of up to twelve Rotarians, (to be established in advance) to be available to carry out a public collection at a minimum of 72 hours notice.
Aim is to make the collection on the first available Friday, Sunday and/or Saturday after the event, for which permission can be obtained.
Step 3
International-Foundation committee to be responsible for recommending to the Council appropriate measures and for coordinating arrangements for the collection, ie
Obtaining approval for collection site.
Publicity for the collection
Assemble a display board in support of the collection (eg photos , maps etc)
Preparing collection schedule.
Tabards
Collection boxes/buckets.
Accounting for funds collected.
Establishing volunteer list.
